I think putting tabs up would be a fantastic idea, but didnt the RIAA somehow ban tabs online?

That is true about getting the band's permission. I think you should be fine. MySongBook recently came back online so it seems that all you need is to contact labels and such. In the case of Terror2000, I think asking a band member should suffice.
